The primary reason the cap is there is to keep players from gearing up too quickly in comparison to others with less time. At the rate they are handing out ESO, one would have to grind the heck out of expert roulettes two dungeons along with doing the Alexander raid to hit the cap, and people doing it once per day are already setting themselves up on a grind wheel as I can not imagine anyone enjoying doing the same two static dungeons several times a week.
But the question is, why would you have the need to grind it? Wouldn't you play at your own pace anyways like you do already? Why the need to rush just because others are?

The 2 static dungeons isn't a problem the players made. That's what we were given. ._. Don't get me wrong, I am not a fan of spamming dungeons either...

You can't honestly tell people what to do with their free time lol. It's their choice what they want to do and if they want to play more hours they are allowed to do so.
For me the problem is not the "I have more time" thing but more like the AST issue I mentioned before and the lack of flexibility to be able to switch jobs for my static when we need so. Capping per job would help these two situations.
