    1. sometimes they aren't looking or just do it preemptively, there are a lot of impatient tanks that charge in the moment they are allowed, out of combat mana regenerates really fast so its hardly using up any resources to cast it early.

    2. Nervous healers? It could also be that they want everyone topped up constantly with Medica II so they can DPS more. Divine Seal+MedicaII/Regen will give you a lot of breathing room to comfortably DPS while keeping everyone healthy.

    3. Either Swift is down (or they lack it) and they aren't comfortable not healing anyone for 7 seconds, or the other healer has died several times already and has proven to be a liability.

    The first problem doesn't bother me at all, second one I find sometimes in trials and Alex raids, which is fine as long as they can keep their mana up and not cause hate issues. and third is really rare, if I die or someone else dies, a rez is almost always immediate.

    This is exactly the case and why other healers don't understand this is beyond me. With Divine Seal + Medica II + Regen, a base tick averages, for me, is a little over 2100. There is no reason to heal unless the tank is not using cooldowns. I can go into dps mode without having to worry about healing. Period. I don't have to click in and out of cleric stance to heal. There is no need. Everyone should be brought up close to full health, even if they are taking damage. This is a major difference between your proactive and reactive healers.

    I've seen some that go straight into dps mode. Not even a regen on the tank. Stating that 10% stoneskin is good enough. Letting them get down to 1-2k hitpoints, and you know what happens. Can't get out of CS fast enough, whoops, they die. No, that is not okay and I boot healers like that. Tanks in my party deserve better treatment than that.
