Off topic but I have a theory ...

Are the Garleans an Allagan-created slave race?

Think about it. They are very proficient with Allagan technology but they can't use magic - the perfect slaves for the Allagans, smart enough to maintenance all their technology but can never overthrow them as magic would give the Allagans are huge edge over them; the Allagans would seem like gods to them.

Edit: That mark on their head could be part of a mechanism by which the Allagans control them.
