While extremely rare, there are some pure-blood Garleans that can manipulate aether/ use magic. At least that's what the lore book says. I still doubt that'll be enough reasoning for them to be playable though, but might explain why Lucia was casting cure.

the garleans are the direct descendants of Allag, they are just lacking the allagan eyes which were said to be a trait only the royal family of allag had which found its way in G'rah Tia's family line. they are predominately a hyur race but there are exceptions that being the royal house of garlemald which are hyurs with a staggering size in body probably due to a genetic mutation that occurred in their gene pool long ago. Xande the 1st allagan emperor was a giant hyur, as was a few servants in his employ.
