Currently in the game its near impossible to be "action based" cute, you're a warrior of light, responsible for slaying primals and all, so we can ignore that option and go with the former, which is visual based cuteness. Now, that is to say looking "cute" and "tough" aren't mutually exclusive, I mean like taking Ringi from Teppu, the issue is, I'd argue it's very hard to get that in this game, it's generally either one or the other. And it's also avoiding the whole "Why can't women just look badass without looking cute" which is what the person you quoted is talking about.
