A player can also join a FC that has a house any whenever they want.

How does joining an FC give a player access to personal housing? And for that matter, creating one's own FC does not allow one to access FC housing either. Your solution is essentially to kowtow to a group of strangers and hope they deign to allow you to benefit from their house (which in the case of gardens, you likely won't).

Why do you expect to get a welfare house like it's some sort of food stamp? Work for it.
