What I'm afraid is the following scenario:

Rank 99 Crafter: I want to make an awesome HQ Bronze Dagger for my girlfriend who is just starting the game.
SE Team: Well, you're going to need to make an HQ Bronze Ingot.
Rank 99 Crafter: OK. What do I need to do to make that?
SE Team: Well, you're going to need to make HQ Bronze Nuggets, first.
Rank 99 Crafter: No problem, I can HQ the crap out of those.
SE Team: Not so fast loverboy. To make HQ Bronze Nuggets, you're going to need HQ Copper Ore AND HQ Tin Ore.
Rank 99 Crafter: That doesn't sound that bad, where can I got some of those?
SE Team: They can only be found in Grade 9 Mining Nodes ... and they can only be retrieved by a Miner with a VIT over 150.
Rank 99 Crafter: Really??
SE Team: Yeah ... really.
