Yes, that is essentially what it is designed for.
In answer to your other question Chakra is an ability that grants one stack as we understand it right now. So it will have to be used 5 times to get a full count of stacks.
So we have to hit it 5x?
So it's similar to boost like in ff11. U need to keep pressing it once enought stack r generated. On the video that I watched it didn't seem like he was pressing it 5x and was able to do tornado kick and forbidden chakra. Correct me if I'm wrong and unless I miss something from that video
it was just a demonstration of skills, chances are he had 4 or maybe even 5 stacks before hand, we dont even know 100% that is the chakra skill.So it's similar to boost like in ff11. They already stated that you have to have 5 Chakra stacks to use Forbidden Chakra. Also that video is just showing examples of the new moves, and is not going to be very reflective of actual combat. You can use Chakra in or out of combat. So the idea is to build up stack before starting a fight and during downtime/mechanics. Also Tornado Kick simply drops all your GL stacks for damage so with that in mind doing Forbidden Chakra after Tornado Kick would be extremely unwise in the way it is depicted in the video.So it's similar to boost like in ff11. We really don't need a video to show us someone hitting Chakra 5 times to get the idea so they just showed the one usage.
Also as Zamii pointed out. Most of what we know is incomplete information and largely speculative. We will not know anything for sure until we get official patch notes and have the abilities in hand. So everything we know right now is subject to change to some degree.

Assuming the rotation stays the same, and that the Skill Speed DoT boost is a very real thing, do you MNKs think Skill Speed could become the ultimate substat for you guys? Not necessarily point for point, but DET <-> SS ratio is uneven.
At the least it should probably overtake CHR, especially with a couple new sources of TP regen that aren't even available in ARR (AST TP cost down card, new Chakra skill, MCH turret TP regen which may or may not be less painful on the MCH to use as Paeon is on BRD).
skill speed will be even less useful in my eyes, since we have a large amount of damage (tornado kick, forbidden chakra and elixir drive) that wont be affected by skill speed in the slightest, of course the scaling could be stupid high so who knows.
also, as i've pointed out before, the TP regen skill that monks are getting is borderline useless, any fights that we actually need it in, we simply wont be able to use it because we wont have the downtime required to gain chakra.

everyone keep raving on about how monk is getting a skill to regen their own tp, but honestly i see it as one of the worst skills being added, its fundamentally flawed in that when you truely need it, you only get one use, but when you dont you can use it a lot more, on top of that its only 200 tp, maybe if it was something like 500 tp, if not more, i would be more inclined to think it was decent, that or not require a full 5 stacks and only use 1-3, or better yet remove the chakra requirement all together and just give it say a 3 or 4 min cd.
