    Back when I levelled up my DPS (I Lvl'd them all), I used to shout in cities/appropriate zones and ask for a ride. "DPS going to X, please send a message if you're willing to come along".

    Many many times, some will answer you, healers, tanks, whatever, and will cut your average waiting time by half (or provide an instant start, if you're lucky enough to find a tank).
    As a levelling tank these days, I do the same and offers dps to come along. As a war 40/pld 20, I usually shout in Coerthas or South shroud. I get answers immediatly, and most of times have a full premade team.
    "Tank going to Y, /tell if you need a ride"
    I've found that even for me, it is beneficial. I could surely go alone, and be paired with random players, but this way, I get to make good friends all the times, meet nice people from the same server. This way, it makes "knowing one another" much easier, as we usually chat quite a lot along the way.
    The "general" atmosphere, doing this, is also better. DPS and even possibly the healer, know they have been saved 30 to 40 minutes waiting time thanks to you. That time saved makes quite a difference when they're running a dungeon for a relic (and have to re-run it multiple times). Also, they won't mind having a first-timer in the party. ("Oh well, I just saved 40 minutes, I can spend 3 to explain a strat to a new player"). All this together, the runs are really nicer.
