To be honest, Alphinaud would have told Ilberd, whom he trusted, which may have made things worse.I don't remember who, but someone (I think it was Ilberd? It was one of the first cutscenes) had proposed it and it went unopposed. Since most were trusting the Braves up to that point, Raubanh most likely didn't even say a thing about it, since he was probably like 'Oh hey Ilberd is my buddy, he won't let anything go wrong, no problemo!'.
The one that that bothers me is that Riol only told to our WoL about the whole conspiracy, and didn't think about telling Alphinaud of all people.
