But who would accept something like this? It's like giving the troops of a single (and known as corrupt) general the control over the capitol. And well, the first thing we learn, when we start in Uldah is, that the Brass Blades are "Like common bandits, just less honest". It would be absolutely ridiculous, if one of the other (and kind of real) guard factions of the city (or their leaders) would simply give them the total control.
