On paper that was sound and financially they were supposed to be broadly supported without too much reliance on any individual group as to maintain their neutral standing.

In retrospect, how was that ever going to work? The only reason the other cities put up with Ul'dah's bullcrap is because Ul'dah has all the money. And that's been the case for a long time now. Without withdrawing money from the GCs or other aspects of the Eorzean Alliance, there isn't enough money to fund. . .anything big, really. If something big is being funded, the bulk of it *has* to be coming from Ul'dah. That means the Syndicate at best, Monetarists at worst.

And as Alphinaud said, he was way too optimistic about all of this, that his ideas could make everything better, when really he was just a pawn in someone else's game. So really, it was never going to work. Maybe another attempt in the future with the mistakes made now to help keep it together, but that'll be a long while if at all.
