    No its not. The effect comes up right as the shields are about to disappear.

    In a perfect world yes, but activation and effect are two different things. While all skills "activate" instantly putting the skill on cooldown, all "effects" are not instant. This can be said for all DPS cooldowns as well, if you die as you are activating them, the effect will never come on your character. NINs perfect dodge functions the same way as well.
