People spent a ton of time getting enough money to get those houses, losing them would blow for those dudes. They need to add instance housing that scales properly - i.e. every player can have one.

The current wards, mainly their server hardware, should be reworked into player controlled "parts of town" where you have to pay rent. Basically you rent a space, allocated by auction, for whatever purpose you have in mind - as long as you can pay the rent. Since it's by auction, it will only go to those that need it most. Supply and demand.
