It has nothing at all to do with the potions. If anything, that video is also a demonstration that potions timed properly shouldn't clip your GCD (or delay autoattacks for that matter).

Depending on one's latency, potions can definitely clip into GCDs. With WTFast up and doing well, I can do this opener at around 356 SS and pots. Without it, I can do it at about the same speed without pots, but need around 410 to do it with double pot. (Just like I still have spare time after a double oGCD on other physical classes with a latency reducer, but cut a good .3 to .5 seconds into the following GCD without one. The animation lock from oGCDs varies quite a bit with latency.)
