As others have said, I'd mainly use it if you were sure a boss was going to die within the next 5 attacks. Outside of rockbreaker spam, I don't feel its worth it as a dps CD because the damage gain is mitigated both by needing to refresh buffs, and the lack of a stance coming out of it.

Every existing job in the game is getting a buff in 3.0 along with a gear level reset and damage formula rework? Well, that last one at least in the form of the skill speed readjustment.
