By "tools", I mean "10-15 million gils to spend into 11 points of Det which won't make a difference in practice for almost every PLD in the game".

The cost of the weapon and the overall usefulness of the stats are something to take in consideration when planning a Novus. Going full on "theory craft mode" is silly.
