Once physical levels are gone, will racial stats start to matter?

as long as we can still allot our own points, racial stats will never matter because I can always just set everything back to 15....

Pretty sure that point allotment was going to be removed under the new system, I can't say for sure but I remember reading something about it, in the past letters.
