Ultros wasn't created by the thm, they summoned him along with other voidsent, so he is likely the same.

Not neccessarily - Dour Meadow doesn't actually state that he was summoned from the Void in the Hildibrand questline at all:

Dour Meadow: "Ah, that's just my receptionist Ultros. Don't be startled, now - he's an ugly little bugger, but he's friendly enough. Word has it he was one of many bizarre creatures born from a recent experiment with ancient incantations at the Thaumaturges' Guild."
Dour Meadow: "They were going to seal him away in a hole in the desert with the others, when he opened his slobberin' mouth and started pleadin' for his life. "I just want to live in peace! I'll do anything! Anything!" So the management hired him to do odd jobs around the Colosseum."

Of course the use of the word incantations does seem to suggest 'summoning', but why state he was born rather than simply outright say he was summoned and be done with it? Why beat around the bush? It might just be how it was worded, but to me it seems the THM's Guild created him via arcane magics rather than actually summoned him. But counterpoint to that could be it's just mere semantics - a different term that ultimately just means the same thing anyway. So I don't know, I guess I'm just reading too much into it.
