Not neccessarily - Dour Meadow doesn't actually state that he was summoned from the Void in the Hildibrand questline at all:
Of course the use of the word incantations does seem to suggest 'summoning', but why state he was born rather than simply outright say he was summoned and be done with it? Why beat around the bush? It might just be how it was worded, but to me it seems the THM's Guild created him via arcane magics rather than actually summoned him. But counterpoint to that could be it's just mere semantics - a different term that ultimately just means the same thing anyway.
