And again, what if someone abused it and stayed in a cutscene and went AFK? That would never commence if it was put on hold.

    How does this even make sense? And without it even have been implemented, you can't prove that even though you state it as if it were fact. We have a shortage of tanks as is, and 15seconds sounds like a very short time but let me put it into some perspective here. Let's say you have an endless supply of DPS and healers queuing all for the same instance but they are all waiting on tanks all the time. You have 10 tanks to cover everybody who are instantly queuing after finishing a single instance. However, each tank is delayed by up to a possible additional 15 seconds. Of course, this won't happen to ALL of them, but it will happen. Over the course of time these additional delays will stack up and not just over the course of 1 day but this game has been out for well over a year with a commence time of 45 seconds.

    I'm sure if SE would provide us with the necessary numbers of how many times a person(s) has not pressed the commence button for a single duty and multiplied that by 15seconds we would see a lot of time wasted.
