Because those people are obviously in the middle of something and it's not too much to ask the queue system to simply skip over them until they are not busy. It should be almost entirely transparent to anyone else they are queue'd with. Especially in the case of loading or death as the resolution times can be long depending on where you are and where you're going.

And there can be reasonable limits on such things to avoid or severely inhibit abuse.
