Up Commencement Time to 60 Seconds

60 seconds sounds reasonable to me, but how long before people say 60 seconds isn't long enough...

The thing with 60 vs. 45 is there are legitimate instances where 45 seconds isn't enough time.

Any more than 60 would be blatantly excessive however.

So there's that, just knowing 60 is a better, more accurate figure (and no higher).
