If you're in the middle of something, you need to address that issue yourself and hit Withdraw before the queue pops. It's not SE's responsibility to make sure that your spot is easily accessible again once life comes at you. It doesn't matter if you won't notice it, it's the principle of the matter.

busy means you're loading between zone or in the middle of a cutscene if you're feeling generous, maybe in the middle of a craft. I'm not using busy in a general sense, it's very specific instances that tie into normal game play.
