I've yet to see anybody come up with a valid argument against it other than "the change is not needed".

I do believe mine was valid, but I guess this means you don't care about my reason. Over the last year I've heard dozens of conversations from people on sunday and monday from people trying to cap so that they don't fall behind. These are even people who don't raid. Putting a cap on it for many people is the same as saying "you need to do at least this much this week."
