Its fine with 1 or 2 people but if you get 5,000 people to do it, whether its in the ToS or not, PF will be the new MB.
Most the times, if your advertising on the PF, your also on my Black list.
Sorry~ Don't want to promote turning PF to a MB.
And guess what? It's not going to happen, because it would have happened already. You think I was the only one to think about doing this? People will open up a shop, sell stuff, take the PF down and move on. It's not like these shops are up 24/7, if they are even on there 24 minutes and 7 seconds.

There is a search function within the party finder. Use it.
It says it in two places:
2.3 Commercial Use. You may not exploit the Game for any commercial purpose (for example, advertising any product or service in-game, or use by the operator of a cyber café) without Square Enix's prior written consent.
2.8 Commercial Spamming/Spimming. You may not use (or abuse) the in-game chat and message services to distribute advertisements.
