You're misreading that in an effort to make a point. Deliberately or through ignorance, I'm not sure. Those clauses affect people advertising outside services in-game. As in RMT or little Jimmy advertising his neat paywalled website.

A side note, boys and girls: "tips" come up in a lot of games with crafting services. Remember, you're playing with people from all over the world where tips are actually not the standard method of payment for services. The majority of us prefer to pay up front to save confusion and whining. Just set a price. People will pay it or not use your services. No confusion.
