Why Levi HM? you need to defeat the easy Levy storymode to finish 2.2 story.
Only requirement would be to have finished the 2.2 storyline or the 2.3 storyline (to give Yugiri some time)

Also to "who loves making things more accessible to new players" I say only glamoure feature, where you need to be 50 with at least 1 class to unlock it.
Levi HM is the storyline fight. there is no Levi easy mode.
