IIRC He admitted that top notch raiders downed content faster than they expected. BUT. The next wave of raider already within their expectation for speed of progression.
Its the most hardcore guys like BG etc that exceed expectation (and there some stuff for them like Savage mode), most of raiding crowd are still in place and progress through content as expected. And as time goes on, more people should be involved in raids.
It was adjusted compared to 2.0-2.1 where we saw PUG for Twintania at the end of 2.1 (i doubt we will see something like for for T9), but it was stated many times that for ff14 team it's desired path when more people get involved with content over time. To do this content should be easied and one way to do it - improve gear of people.
