Jump is supported by Power Surge, and it can be used as a long range attack. Howling Fist is part of monk's perfect balance/rockbreaker combo, and together they allow monks to briefly bolster their normally weak AOE damage. Plus it can ALSO be used as a long range attack. They both have a niche that makes sense for the class. The difference is PLD doesn't have any AOE damage for CoS to bolster, and its hate effect is negligible.

I'd say CoS is at the very TOP of the list of things that need to be improved about Paladin. They will never have appreciable AOE damage, and the single target damage boost CoS provides could be easily made up for by a change to their base stats with zero effect on gameplay, except now you don't have to hit a button every 25 seconds and maybe you get an interesting and fun tool in exchange.
