It's a major story dungeon. People there have every right to watch their cutscenes. Deal with it, or don't do Story dungeons for your dailies. You can watch all your cutscenes again in your Inn room.
You need to understand that many people are doing The Praetorium as part of their dailies. They have already seen the cutscenes and want to get through the encounter. None of these people want to wait 10 minutes for you to watch cutscenes.
The problem isn't with players, it's with the developers. The penultimate storyline cutscenes shouldn't be taking place in the dungeons.
Right now you are mad about people skipping cutscenes. You won't be when the tables are reversed, and you are running that dungeon for the 100th time and some guy is holding the entire raid up to watch an airship fall out of the sky.
