As it's off-GCD, it's all but pointless. That's 250 free hate potency to multiply by shield oath bonus. Or you could see it as 2 regular attack from a dragoon you don't have to tank, while doing free damage on the mobs. Idk. But if you can't see its use, you're missing a very important skill
