When people were calling for them to be a 100% drop, what they meant was that they should automatically drop to the inventory of every player present, the way that "You obtain 30 Allagan tomestones of soldiery." is a 100% drop.

There's no reason that these items shouldn't be going to every player. 1) They can only be used to upgrade Soldiery gear (and in the case of weapons, they're also needed to acquire the unupgraded Soldiery gear), which is already behind a 450/week lockout. It is impossible for players to gear up "too fast" no matter how many Sands, Oils, and UnIDs they collect. 2) They come from Coil 2, and in fact seem to only come from Turns 7 and up. Players who receive them have, by default, completed the hardest raid in the game, and have therefore 'earned' the items.

There are only disadvantages to handing them out according to RNG-based rolls. It should not be possible, full stop, for someone to clear Coil every week for a month, and still not have a single piece of i110 gear. Yet that's exactly what we seem to have here.
