And this is what they're doing with the Duty Roulette. Since the changes to Wanderer's Palace dropping mythology, and the discovery of WP speed runs, CM/Prae are barren places now. People would go there simply for spiritbonding. DR is supposed to help inject life to these places, so people can finish their storyline quests too.

Yelling at people to stop watching cutscenes would stop when cutscenes are no longer skippable. They will probably complain about that, but they can't force people to skip cutscenes, when they can't skip it themselves.

This is mainly my gripe with the new Duty Roulette: Main Scenario too. They advertise gil and 200 Philo stones reward for queueing for one of these 2. Any player who wants these rewards really expect to just clear the dungeon in 20 minutes, get out and have their reward. They don't give 2 hoots about the actual intention of the DR - to help the newer players. Newer players be damned, I just want my 200 Philos. I can't care less if they're unhappy for me forcing them to skip their cutscenes. This is unfortunately how the MMO community is - nobody has time for newer players, nobody has time to wipe and learn fights together, and everyone just makes ridiculous expecations for their parties. I doubt there's anyone out there who sincerely wants to help new players in these dungeons, and let them watch their cutscenes. I for one would let them watch their cutscenes, but chances are unless the other tank is someone like me, you can expect the newer players to get left behind, since these dungeons can be tanked by 1 man anyway.

It also does not help with the new player's immersion. They can't be kicked and that's fine (kicking for "being new" or "watching cutscenes" is against the ToS anyway), but they can still be left behind, not able to enjoy the boss fights, not knowing what's going on.
