As someone who plays WHM and SCH almost exclusively, Lustrate isn't *nearly* as bad as Benediction. Although I have had it happen rarely with Lustrate. Benediction is just stupid, though.
That's called pre-cast. Unfortunately, Benediction is for "oh shit!" and not for sustaining. If you actually predict an "oh shit!", then you're not actually a good healer. Best of all, you cannot cancel a Benediction. it's either use it or nothing
Unless you predict Mountain Buster. That's fixed.
And when you use Benediction in anticipation, it'd be like when you think Caduceus will swipe, so you pre-cast Benediction, but it doesn't so you just wasted a perfectly good magic to heal a few hundred HP. Then it does swipe and you're screwed
The SCH in my raid team uses Lustrate quite well as I would Benediction. It's horrible to see Benediction go off with a Lustrate, lol.
I used to compare Benediction to lustrates but someone said not to. However with the change in lustrates I wouldn't mind a lesser cooldown, to presence of mind too.
But eh my opinion doesn't matter, SE would've done something about these already if they felt they needed to be changed.
Pretty much anytime you're spamming instant cast CD's I've noticed this happen. Mashing Aetherflow for it to go on CD and get no stacks is not fun either.

3. Animation finishes and ability takes effect.

Okay, that would be fine and all, if these abilities were not labeled as "casting time: instant". The fact there's an animation which takes place before the effect is applied means that the animation length is technically the casting time, in which case for these abilities to work as intended, the casting time should be changed to correspond with the animation time's length. He is right unfortunately there was a Dev post saying that is how it is intended and they wont be changing it due to balance or wtv non-sense
