He is right unfortunately there was a Dev post saying that is how it is intended and they wont be changing it due to balance or wtv non-sense

There was a Dev post saying even if its part of the accepted bugs it doesn't mean "it is a bug" it just means they've received enough feedback to investigate but as I said there was a follow-up post stating that is how they intended insta-cast abilities
