Usually anyone who was chatty and friendly, or an exceptional DPS that doesn't act like a jerk.
I just keep an eye out in PUG runs for someone commendation worthy, lol. Be it a tank who leads the party well, someone who is accepting of newer players- or even just someone who shows significant improvement after being offered advice (ie a tank i had in my alliance for Crystal Tower. Offered a few tips, they listened and picked up very quickly.)
If a bard puts up Mage's Ballad right when I need it- they get it.
As a healer though, the commendations just roll in :/ Even if i stay silent the whole run I still wind up with 1 or 2.
I used to give it to whoever impressed me in the run. However, it's very hard for a DPS to be impressive. We don't have much we can do that stands out other than making sure we don't pull agro, which could always be a fault of the tank rather than a fault of the DPS. We don't prevent wipes like Tanks and Healers do, nor do we do anything but speed up the majority of runs that a Warrior and a single healer could probably manage on their own.
In the end I decided to give it to whoever was nicest in the run. If someone explains something in a dungeon and doesn't act like an ass to the new guy they automatically sign up for a commendation. If someone says hi at the start they also sign up. If they tell someone they're doing something wrong in a nice way they automatically sign up again. Whoever gets the most "sign ups" gets it.
If the first thing they say is "SR?", though, they automatically get no commendations no matter what miracles they pull off in the dungeon. I'll give it to the other DPS (if they aren't the "SR asshat") if no one deserves it because I know we rarely get them.
However, I'm very likely to give Bards a commendation if they're good. We had a Bard save our group in Ifrit HM today with a very well timed LB3 when both healers died from plumes. Mage's Ballad is another good move to get yourself commendations.

I don't automatically give commendations to people who say hi or are obviously trying way too hard to get them - "Omg AMAAAZING Job guys! You're all so wonderful and perfect! ^_^!!!" after every fight? I'm just like ... >.>
I guess it's because I have always been kind and patient with people in dungeons, so I tend to give it to the people who seem genuine and aren't fishing for them. So yeah I'll commend that one dps who performed well but may have been mostly quiet. DPS often get my commendations, in fact. I notice the little things.
I vote the nicest and most social person in the group. since this is usually tied by all other players in the party, I then use player skill as the tie break (and if this is tied, I literally roll a 6-sided die and divide by 2).
The reason I don't heavily weight my decision on skill alone, is because I expect everyone to do their perspective jobs regardless. And Its hard to tell if someone is doing their specific rotation better or worse then other people during the heat of battle. I play MMO's to have fun adventuring with other people. So the people who help make the run fun for me are those that get the commendation. I just wish I could give out more then 1 commendation, because there are so many great people out there.
If a person is both nice and skilled, they are likely to get my upvote. A good 'player' but bad sport (skilled but a jerk) will never get my upvote.
As far as the commendations I receive...
I tend to get the most commendations when I play White Mage in PvE and Summoner in PvP. When people are equally skilled and equally helpful, I notice tanks are most likely to get a commendation (judging from my experience playing with a tank), unless the fight is particularly hard on the healers.
However, you can't give commendations to people who leave really fast... so those who aren't getting commendations should linger for a few seconds to see if they get one.
Regretfully, there has been someone out there that left right before I was able to commend them, because I was asking if anyone was on my Server so that I might Friend them. Now I make sure to vote people before I continue to socialize. But yes, I agree, people who would like to receive commendations should wait a little before exiting the dungeon.
I'm generally healer, so I scrutinize tanks. They'll get the hearts if they do well and/or "lead" the party.
Otherwise I give commendations based on incredibly specific criteria.
- Were they friendly? Not just "hello" but do we socialize and joke around to some degree?
- Do they help out the first timers? Do they exhibit patience?
- Subligar always get commendations.
- Do they have an "amusing alias?"
- Is their name LITERALLY "Amusing Alias?"
- Anyone from my FC/LS. This actually happened once purely by random.
- Did they invent a particularly creative sob story about why they absolutely need commendations? Hey, I like being entertained!
- I once gave a commendation to a tank because he ran in yelling "For Vanadiel!" Nostalgia hearts.
Mostly, how much are you helping me enjoy the game? That's why we're all here after all, isn't it?
