i usually first go with wheaton's law. apart from that, anyone who's the most helpful or standout talent-wise.

Due to how I feel when I queue as tank, I always always ALWAYS will give commendation to that enthusiastic tank who is obviously trying for his life to be a good tank.
You know who I'm speaking of, yes?
The tank who may not talk a lot, but will scramble like crazy if even a 1-hit-from-death monster gets away from him to save you of 100 HP.
If he isn't there, then whoever was the least dickish

My Commendation Ranking:
1/ Friend who would join a queue to help me
2/ Person that saved a fight when believed we would have wiped
3/ Tank that gave smooth run
4/ Cutest lalafell

It's very situational for me. I have no set system. 99% of the time it's whoever stood out the most, and should that person leave before I can get them their commendation, then I'll actually give it to whomever left was the most helpful/pleasant to run the dungeon with. I do wish we were able to give commendations to those folks who leave the instance early though. Just because their in a hurry, doesn't mean they don't deserve thanks for helping with the dungeon.
Friendly players, far exceed rude, cocky but good players for me. I commend anyone who I would like to team up with again. I find its usually the healer since they get about as much stick as me sometimes.
