Best fashion sense. Here's to you; Lotus Pink Darksteel tank.
For me it's as simple as "who earned it".
Which player did the best at whatever it was they were doing with no pre determined preference of roll as to not add favoritism to the mix.
And if all else fails... Whoever is most friendly or has a good sense of humor.
I'll commend pretty much anybody if I think they were the MVP. But it's easier for me to to quantify it negatively. The people who don't get my vote are one or more of the following:
a) rude
b) pushy/impatient
c) way worse at the game/their role than they obviously think they are
d) begging for commendations
e) blatantly ignoring a guildhest's instructions and causing repetitive failure
Due to this, my commendations pretty evenly fall on any role.
dps almost never get mine, usually it goes to the tank IF the tank 1) held aggro, 2) didnt dance around like a tweeker in need of a fix, if the tank fails to do both then it goes to the healer, unless he let everyone die numerous times then i give it to the dps![]()

I'm pretty sure someone mentioned this already, but it seems odd that you can not commend someone that leaves the instance before you even get a chance to open the commendation window. Even if you have commendation window open with their name there, it would be grayed out, so you can't select them. (unless if I'm remembering it wrong...)
Aside from that, the way I commend is more or less random
-Commend someone that actually did an awesome job that is way out of the normal scope of things, or have saved the fight from total failure.
-Commend a DPS that actually bothered to use their LB at all during any point of the DF dungeon
-Commend a random DPS
-Lastly, quickly and randomly commend someone that hasn't already left the instance, which usually in PvP everyone leaves before I can even open up the commendation window

Well, no - it might also be that they skipped the cutscene and quickly decided who to commend and left just after that/after saying bye. It is what I do anyway, unless I feel like complimenting the others for a great run before exiting the instance. I'd rather let them commend those who left anyway, if there was a simple way to make it possible. To be honest, I even find a little embarassing standing in front of the loot chest/exit like a jackass waiting for someone to go out first.
