Not sure if you read his post properly. He clearly made a reference and statement regarding Crystal Tower, which is COMING OUT NEXT PATCH.

I didn't know that on every item cap increase all players instantly get all new gear that instantly makes everything obsolete. Also, again, the mere idea that you must be able to cap everything or you can't play everything is wrong, which is my main point.

Also, pretty sure that with 3 months~ between every patch and the fact that not every patch will increase max item level (see: Next patch), as well as other indirect reductions to gearing time, yes, you will most likely be able to alt gear a lot of stuff every six months.
