That's not a bad idea. But you know what I would like to know? Why do people have to be rewarded in order for them to be nice to others?Simplest solution.
-% Tomes for each cutscene you skip in the 8 man story dungeons. Skip all cutscenes and only get 25% Tomes at the end of the run.
Eliminate any desire to speed run those two and herd the people who can't do math on the fly to figure out which queue is more efficient to the "new" options that will come.

Why can't people just be nice and patient on their own without needing some sort of incentive?
