I'm late to the party, but what this means is this:
Each zone will have a cap population, so for example Behe spawns, and Coerthas is set to allow only 400, 500, maybe 700 people on it at once. Once that number fills, others cannot zone it, they'd be bounced back.
This was a feature they used in FFXI, and the cap was 700 for all areas if I recall.
High possibility you muz kill x 2/2 , y 2/2 and z 2/2 before boss zone will be unlocked. Better rewards from adds to counteract the longer grind. Anway more dungeons for tomes so it is not that bad.
When is the release date ?
For CM it adds at most 5 minutes for a slow group to kill the trash that is now skippable. Not a big deal if we need to kill those too even without better rewards.
I imagine it is for when zones get crashed because over a thousand people head to coerthas / shroud when Behemoth / Odin spawn.

I love all of these except the population cap...
If Odin pops in Central Shroud/North Shroud low level players won't be able to exit Gridania? I don't like the sound of that :/
Heh I was with a tank in AK the other day that I suspect was hacking. He could run in middle of mobs and not get aggro for some reason. First he tried to skip mobs and he was shouting something about us being fat noobs (he was fresh 50 too, not one blue item on him and hardly any AK stuff). But still, after we started killing, he'd run in to mobs and only the one mob in whole pack which he attacked would aggro...rest just left him alone and usually aggroed me or the mage when we attacked. Fun times, so many hacks and bots.
