Ah I remember the old days of 11 when they would announce how many accounts were banned due to RMT. Made me at least feel something was done.

I've never been a fan of witch hunts. XI's crew having to hire someone to solely monitor in-game transactions was simply asinine and a show that there was something wrong with the game if RMT could thrive there, and that the developers were willing to do everything but fix things.
