Had nothing to do with save data. Fact is, it wasn't for pirating either. It was for backing up your games. Sure, you could use it for piracy if you went to blockbuster or the likes. Fact remains, it was in NA, and it did use the HDD. Regardless if it was a game or not, it allowed other games to utilize the HDD.
Also, Resident Evil: Outbreak if you really want to be a bitch about it. ^^

HDLoader was used to play games through the HDD or on burned iso which was primarily used for pirating, to install save data people download off the internet from other people, and to transfer save data to a ps3 without having the memory card adapter.
