We're told by Cid and it is known to history that the Allagan Empire used a machine to seal Bahamut. The Twelve is never mentioned to having played a part in his sealing. And there's no history of Bahamut being sealed before the Allagan Empire. What I said in another thread was maybe the Allagan Empire was at war with the Dravnians and the Dravnians summoned Bahamut, he was so strong that all the Allagans could do to survive was seal Bahamut away.

Really? I wasn't aware of this. Seems like it's a bit backwards to me but whatever, I'm not gonna moan =b

Also yeah the Sylphs have a Primal and could summon it they wanted, I believe a NPC Sylph tells you this in Gridania during one of the quests. The reason people assume Ramuh is the Lightning Bolt crest on their buildings and their currency.

Someone mentioned that Sylphs were Lightning-associated, but that's all I've heard about them. Ramuh is definitely the Thunder primal though, since we've seen his artwork.
