Animation Lock and Fire Plume Issues are different.

One is related to latency and the other isn't, I'm starting to think your just saying this stuff to be a troll at this point.

Animation lock is not a problem of the motion caption it self, though. No matter how the characters move, if the lock is there, its going to cause the same problem, unless you minimise the animation to virtually nothing.

I'm really close to just drop the thing. I'm tired of responding to troll (or other) accusations either direct or indirect. SE won't even let me have some fun with them. (deleting posts of sarcastic OC)

Animation lock is easily moved while keeping the current animations, unless they have applied a new base structure to the characters themselves for rigging the skeleton animations of those characters.

This is part of the case with 2.0, however they've also produced new animations which when paired with the old ones stick out a mile away. This is really why players can notice the difference between the animation quality because it does exist but we don't know if these are final, these could just be placeholder animations at the moment with the smoother higher quality ones to come later.

Most people don't know it but animations do take a chunk of ram out of the equation, so these lower quality animations could also be because of the ps3 version of the game and wanting to tone things back for the same-same of platform equality like we had with FFXI.

I'd put most my money on them being partly place holders though but then again if you want quality animation for mmorpgs then you outsource to south korea or singapore because those guys really have been doing awesome work in the field.

You actually don't need to minimize the animation to virtually nothing at all, the animation lock is built purposely into the game mechanics. You could actually just do what most mmorpgs do where the animation executes at a certain point through it (typically .8 seconds) and then the player is free to move from that point on as to not worry about stupid things like getting hit by easily dodgable attacks (minus lag plumes).

I'm honestly not expecting a miracle however because how many companies have rebuilt almost an entire "MMO" in the span of a year and a half? We have to give these guys some rope to breath because we have been hanging them for a long while now, I couldn't even imagine the crunch times the team must be pulling to get the job done.
