They need to shrink the money gap so new players aren't at a huge disadvantage, and the best way to do that is by literally taking the money away from the ultra rich players. It sucks and it's not an easy to make decision, but it's the only viable decision.
Your decisions are good for the game regardless, but imagine if changing the looks of your gear cost 1 mil per item. That's enough to put a dent in the pockets of people with maxed gil, but do you really think that new players or characters are going to be able to have access to that?
It might make more sense if there are thresholds for how much something costs, i.e. when you are below 5 mil, the reskin cost is ~1% of your gil, above 5 mil it's ~5%, above 300 mil it's ~15%, etc. But it's just easier to take away the money from the super rich.
