Is this why we never got a second short race besides Lalafell? I think I read ages ago that Lalafell use a unique rig and, if so, probably doesn't scale so easily.

Yep, Lalafell and male Roegadyn (which is shared with male Hrothgar) are the only ones that need a separate model for any piece of gear. Their bodies are too different to achieve with bone scaling alone.

Another short race is not impossible, but it would be very similar to Lalafell so they don't have to make another unique model for hundreds of pieces of gear.
