Neither does wasting funds on a game that's operating at a loss or barely bringing in any money to keep the game running when they can reallocate those funds somewhere else.

Once FFXIV drops enough, they won't hesitate to put the game on maintenance mode.

Maintenance mode mean : No updates at all (either content or bug fix) They just do servers maintenance once in a while

Which it isn't the case of FFXIV, it is still in active dev
