would never fly in any PvE content. Like, you don't have to play perfectly in PvE, but socially, there is an expectation that you have some minimal, baseline knowledge of your role and job, and some minimal willingness to try to perform mechanics correctly.

I think it says something about the current rewards from the Frontlines roulette that there are people who suddenly think that being a warm body in the instance is plenty enough a "contribution."
Sorry, but you seem to have been playing a very different game, because this kind of attitude very much flies in PvE. Cure1 spamming healers in the lvl 99 dungeon, even though the tanks don't even need healing, without doing any aoe, is a regular occurrence. Not a day goes by I don't have to ask at least one DPS in SB+ content to use their aoe abilities. We aren't talking about some sprouts (who are generally more receptive), but about people with multiple lvl 100 jobs. In Alliance raids, some DPS will be lower in aggro than healers, heck, I'm usually higher in aggro than 2 or 3 dps as tank with my stance off. There are still people not understanding the Atmos-4-people-stand-on-the-platform mechanic in crystal tower, despite these people having triple digit clears. The attitude is the same as in PvP, "just here to have fun", "just here for xp (from roulette)". The enabler community that enables feeders, leechers and afkers in PvP, is the same enabler community that enables single targetting dps and cure1 spamming healers in PvE.
